Gabion wall repair no longer needed

The gabion wall on Eagle Ridge Road was supposed to be fixed this year, but a spate of storms changed that as the Pascack Brook decided to carve its own path in Montvale .

The gabion wall, a type of retaining wall containing wire baskets filled with rocks, sand or soil, normally is used to prevent erosion, in this case to protect the Pascack Brook from infiltrating the sanitary sewer line underneath Eagle Ridge Road. Sections of the wall 40 feet wide disappeared under spring storms, exposing the sanitary sewer. If the area had become contaminated, Montvale would have been in serious trouble – and would have to pay a serious fine to the Department of Environmental Protection.

Now that the Pascack Brook has a new path, there is no reason to fix the gabion wall. Southbound, the stream previously made an 'S' turn, moving slightly west and turning southeast before moving west again, but currently it flows straight.

Both DPW Superintendent Bob Culvert and Borough Engineer Andrew Hipolit of Maser Consulting walked the area being discussed before the July 12 council meeting, and they are compiling the survey data.

"We walked the entire line. It is covered up with three feet of soil," reported Hipolit. "The sanitary sewer line is no longer exposed."

Now that the gabion wall project has been eliminated, the work to fix the sanitary sewer line has been reduced considerably. The council will just be replacing the concrete casing of the sanitary sewer pipe to protect it from erosion.

Even though the borough currently has a emergency permit to replace the gabion wall, which is good for 60 days, and can technically go out to bid for the emergency, there is no emergency now, said Hipolit. He added that bidding the concrete casing as a general work order and not an emergency will also get the borough a better price.

The break in the gabion wall this year was caused by natural wear and tear, as storms barreled it with stones, tree bark and other debris. "It was not caused by design flaws," he said. The sanitary sewer repair is expected to last at least 40 years.

The Mayor and Council authorized Maser Consulting to go out to bid to replace the cement casing on the sanitary sewer.

"Thank you Mother Nature," said Councilman Mike Greco.

"It saved us a lot of money," agreed Hipolit.
