An overhaul of Washington's workers' compensation system is complete. Now the question is whether it will be enough to satisfy the concerns of employers. Businesses that fund the program faced an average rate increase of 12 percent in 2011 - one of the key factors in driving lawmakers to overhaul the system. Officials with the state Department of Labor and Industries expect the next rate increase to be in the single digits, but they won't have a sure number until later this year. Kris Tefft is general counsel at the Association of Washington Businesses. He says businesses still have some concerns about the system but hope that this year's changes will lead to years of rate stability. Gregoire says a plan to offer limited settlements to injured workers will save the program hundreds of millions of dollars in the coming years. The district office of U.S. Sen. Patty Murray in Tacoma, Wash., has been evacuated after a staffer found a suspicious envelope in the mail. Tacoma Police Det. Gretchen Aguirre (ah-GEER'-ee) says the letter-sized envelope contains a sand-like substance and the staff member was concerned about the return address. Aguirre says nothing came out of the envelope and she wasn't sure what about the return address was suspicious. Murray was not in the office on Thursday when her staff called police. Aguirre says fire officials did a preliminary check and then called the postal service to pick it up. She says the envelope had already gone through the post office's regular hazardous materials screening. Tacoma Fire Department spokesman Joe Meinecke told the News Tribune they tested the envelope for biological, radiological and chemical substances, and all those tests came back negative. Federal officials say the 20-year-old Washington state man known as the "Barefoot Bandit" is expected to plead guilty to criminal charges stemming from his 2-year run from the law in stolen boats, cars and planes. The U.S. Attorney's Office said Thursday that Colton Harris-Moore will plead guilty on Friday in federal court. No further comment was provided. Authorities say Harris-Moore hopscotched his way across the United States during his run, frequently stealing cars from parking lots after landing at small airports. In Indiana, he stole another plane and made for the Bahamas, where he was captured. Harris-Moore earned the "Barefoot Bandit" moniker by committing some of crimes without shoes. He pleaded not guilty to a federal indictment last week, but his lawyers had signaled a deal with prosecutors was close. An escaped convict was caught following a day on the loose after he knocked on the door of a cabin in the woods - only to find out the man renting the lodge was an off-duty guard at the prison he just fled. Authorities said 39-year-old James Edward Russell took off from the Olympic Corrections Center near Forks on Tuesday morning. Early the next day, Russell went to the cabin, knocked on the door and asked to use the phone. Department of Corrections spokesman Chad Lewis says the guard recognized Russell's red prison-issue shirt and a scuffle ensued. Russell was caught by other corrections officers later Wednesday morning about from the facility near Forks, on the Olympic Peninsula. Russell was serving his fourth prison term since 1993. A fire at a Puget Sound Energy substation in Redmond knocked power out for about 25,000 customers for an afternoon. Utility spokeswoman Allison Stanford says no one was injured in a fire at a Puget Sound Energy substation in Redmond. The fire started about 12:30 p.m. Thursday and put up a column of smoke visible on Seattle's east side. The Redmond Fire Department says the fire was caused by a mineral oil from a high-voltage transformer at the facility, adding that PSE is investigating the cause of the equipment failure. Stanford says PSE crews were able to restore power to all customers by about 3 p.m. A 67-year-old Washington man died in a tiny southwest Alaska village when his pickup truck rolled backward and ran over him. Alaska State Troopers say Don Coffman of Federal Way died Wednesday. Investigators say Coffman had been driving the pickup but stopped on a slight hill and got out, leaving the pickup running in neutral. The truck rolled backward and Coffman tried to get in to stop it. Troopers say the pickup gained speed, dragging Coffman about 10 feet. He fell and the truck's front tires ran over him. Coffman died at the scene. Chignik Lagoon is a village of 78 on the south shore of the Alaska Peninsula about 450 miles southwest of Anchorage. Two children are among four people sickened by E. coli infections after recent visits to the city of Everett animal farm. Dr. Gary Goldbaum of the Snohomish Health District says one child was hospitalized for several days but has since been discharged. All four people reported vomiting and diarrhea. The exact type of E. coli has not yet been identified. The Daily Herald says the animal farm is run by Everett's parks department and has 25,000 visitors a year. Animals include sheep, calves, piglets, chickens, goats, ducks, a horse, a pony and rabbits. Everett spokeswoman Kate Reardon says the city spent more than three hours thoroughly cleaning the farm after learning of the E. coli cases. She and Goldbaum say they feel it's safe for children to visit the farm, but emphasize the importance of vigorous hand washing after contact with farm animals. A coroner says human bones uncovered by a road construction crew on Washington's Whidbey Island are historic remains, and likely American Indian. Oak Harbor City Engineer Eric Johnston says the crew was working on Pioneer Way in downtown Oak Harbor when the bones were found Thursday. He says the road is roughly 100 years old. Island County Coroner Robert Bishop determined the bones were historic and turned the case over to the state Department of Archaeology and Historic Preservation. Johnston says the work site was locked down and was being monitored until state archaeologists could arrive. He says similar sites have been found around Whidbey Island over the years. A congressional committee is holding a hearing on the National Labor Relations Board complaint against Boeing. The U.S. House Committee on Oversight and Government convenes Friday in North Charleston with four GOP committee members, including three from South Carolina. Gov. Nikki Haley and the NLRB's chief attorney are to testify. A judge in Seattle is hearing the NLRB complaint, but the committee is investigating what was behind it. The company has carved out a niche bringing biographies of contemporary American politicians, entertainers and chief executives in 32-page doses. The Vancouver, Wash.-based publisher said Thursday the one-shot issue will go on sale at comic book stores, bookstores and online. It will tell Stewart's story of her rise, fall and rebirth as a media icon and fan favorite. Richland, Wash., police say a man fatally shot by officers fired two shots at police before they returned fire. When they did, Chief Chris Skinner says four officers fired 23 shots. No officers were hurt; 27-year-old James Dean Schultz of Grandview died from multiple gunshot wounds. Police said earlier they were investigating several stolen vehicle reports early on June 5, with Schultz identified as a possible suspect. Five officers responded to a suspicious person report and found a sedan occupied by five people including Schultz. The chief said Thursday that officers repeatedly told Schultz to show his hands and get out of the car. Skinner says officers' statements are corroborated by the recovery of two handguns and two shell casings in the car. The other four people in the car tell the Tri-City Herald they didn't see Schultz with a gun. The chief says the Tri-City Special Investigation Unit is working to resolve differences between police accounts and witness statements. A search Thursday night failed to find a man who was seen flailing his arms in the Spokane River near the Mission Bridge in Spokane. KXLY reports police and firefighters searched along the river with dogs and from boats and by air. Assistant Fire Chief Brian Schaeffer said the search was called off after several hours because it's unlikely anyone could survive very long in the frigid water. The missing man appeared to be in his 20s and was wearing a gray T-shirt and black pants.
