New bridge a tough sell
The funny thing about the proposed new international bridge in Detroit is despite the growing debate it is nurturing, the need for a new crossing doesn't appear to be a burning topic for the majority of Michigan residents.
Gov. Rick Snyder fueled greater interest last week during the annual Mackinac Policy Conference. On the porch of Mackinac Island's historic Grand Hotel, Snyder made a pitch for the new $4 billion bridge.
"I am really fired up," he said. "It is time to build the bridge."
Jobs are the governor's leading argument. In addition to the construction jobs that would be created by the project, the prospect of enhancing trade with Canada is a logical way to increase commerce and employment.
Despite those arguments -- and $550 million the Canadian government has pledged to Michigan to cover the cost of highway entrances and a bridge plaza for the new crossing -- the project has yet to emerge as a cause for Michigan residents. It also isn't garnering a great deal of support from Michigan's Republican lawmakers.
Snyder has given lawmakers a July 1 deadline for completing legislation for the New International Trade Crossing. Unlike its predecessor, the Detroit River International Crossing, this project is supposed to exempt the state from any financial liability and any obligation to repay Canada for the money its providing.
Still, the project raises questions. The new bridge would be built south of the Ambassador Bridge, an aging private span. Its owner, Manuel "Matty" Moroun, is determined to build a new crossing, too.
The Moroun family has financed statewide TV ads that argue the state's new bridge would put taxpayers on the hook, despite assurances of Snyder and other bridge supporters that toll revenue would recoup the project's cost.
The strongest objection, however, is one of principle -- why should the government build a new bridge when a private business is willing to build one?
A major obstacle stands in the way of the Morouns' bridge plan: the Canadian government. The second Ambassador Bridge would be built near the first span. Windsor officials don't want the increased downtown traffic that span would bring.
Without Canadian approval, the Morouns' new bridge can't be built. The new state bridge, which would be constructed farther south, would take traffic away from Windsor's central business district.
Snyder has pointed to growing U.S.-Canadian trade -- a 36% increase from 2009 to 2010 -- as a compelling argument for the new bridge. Blue Water Area residents might take that fact with a grain of salt.

2 Choose a general porch design and materials, and investigate costs. Look through home design books and porch living magazines. Study many styles and shapes of porches to see what will work best. Review the cost of materials for brick columns versus wooden columns, for example. Select a design and take measurements to a home improvement store for a cost estimate.
3 design the foundation and roof details. Decide whether to build the porch on a concrete slab or a raised foundation on wooden posts or concrete pilings, for example. Be sure to include a roof overhang that blends with the home’s existing guttering and soffit areas. Plan to add a porch foundation and roof line that makes it fit well with the original home design.
4 Finalize the plans in detail. Select posts and railings, for example. Choose porch balusters, railings, handrails and support posts to fit the architectural style of the house. Keep in mind that railings alone will define a lot about the design.
