Education in Oregon: A way forward

Oregon Education Association President Gail Rasmussen took to The Oregonian's Commentary page June 13 to rebut the paper's June 10 editorial concluding that the OEA has become a defender of the unsatisfactory status quo in education. I'll let the newspaper's editors make their own case. The reality is the OEA is increasingly seen as obstructionist to genuine public education reforms. I, for one, don't question its motives, but it is clear that Oregon can no longer continue down a path so vastly disconnected from our state's fiscal reality.

Rasmussen does make a statement many of my legislative colleagues -- Republican and Democratic -- and I agree with wholeheartedly: "The real defenders of the status quo," Rasmussen writes, "are those who refuse to do anything about our failed school-funding system. Those who wave the white flag on our current reality of school closures, teacher layoffs, lost programs and shortened school years are the ones clinging to the status quo."

Amen. We must do something about our "failed school-funding system" as well as "school closures, teacher layoffs, lost programs and shortened school years." That's why Rep. Chris Harker, D-Washington County, and I introduced House Bill 3539, which would ensure that districts and unions do not commit themselves to total compensation packages above what state revenues can fund.

Harker's a Democrat, I'm a Republican, and we both realize our "failed school-funding system" is about more than spending additional money on schools; it's about spending our money wisely. It's about how Oregon's 197 school districts spend the money Salem sends them. Gov. John Kitzhaber realizes this, too. That's why he introduced Senate Bill 909, which would set goals and make funding investments at the state level for early childhood development, K-12 and post-secondary education. And that's why he has been supportive of the concepts within HB3539.

SB909 would establish the Oregon Education Investment Board as a step toward tracking expenditures and returns on education spending. HB3539 complements this by addressing the problem of funding uncertainty and volatility at the district level.

The problem, put simply, is that districts' labor contracts of two to four years run on different cycles than the state's two-year budgets.
